
Launch of a Historic Initiative
Prime Minister Shehbaz Sharif formally inaugurated 10 million digital wallets for the Benazir Income Support Programme (BISP) beneficiaries, calling it a milestone in advancing transparency and financial inclusion. At a ceremony attended by ministers, BISP leadership, and international partners including GIZ, the Prime Minister activated the new system with a symbolic palm touch.
A Leap Toward Digital Transformation
In his address, PM Shehbaz congratulated BISP Chairperson Senator Rubina Khalid, officials, and partner organizations. He emphasized that digital wallets would safeguard recipients from fraud and unnecessary hurdles, ensuring direct access to financial assistance. Linking the initiative to the vision of Shaheed Mohtarma Benazir Bhutto, he described it as both historic and empowering for millions of women across Pakistan.
The Prime Minister termed the launch “a great leap towards a cashless economy,” recalling that 78 percent of Ramazan relief had already been disbursed digitally despite initial resistance. “Cashless transactions save time, curb corruption, and improve efficiency—an essential step for Pakistan’s economic progress,” he stated.
Policy Direction and Conditionalities
Shehbaz Sharif urged BISP to connect financial aid with education and health conditionalities. Families receiving support should be required to send children to school and participate in health initiatives, he noted, underscoring the need for an implementation cycle reduced from 10 months to 4 months.
Operational Details
According to BISP Secretary Amir Ali Ahmed, wallets will be linked to CNICs and biometric verification, preventing identity theft. Additionally, 10 million free SIM cards will be distributed, with the pilot phase already underway in Hyderabad, Sukkur, and Rahim Yar Khan, in partnership with Jazz/Mobilink.
Empowerment and Women’s Role
Senator Rubina Khalid hailed the programme as a continuation of Benazir Bhutto’s legacy, stressing its focus on women’s empowerment and digital literacy. By linking benefits to women’s CNICs, BISP not only provides financial relief but also inclusion in the national record, she explained.
