Pakistan has formally opened its virtual asset licensing regime, allowing cryptocurrency and other virtual asset companies to seek regulatory approval under the Virtual Assets Act, 2026.

The development marks an important step in the government’s efforts to establish a formal regulatory framework for the country’s growing virtual asset sector. Companies operating in the industry can now begin the process of obtaining official authorization to provide regulated services.

The Pakistan Virtual Asset Regulatory Authority (PVARA) is accepting applications from Virtual Asset Service Providers (VASPs). Applicants can seek participation in the regulatory sandbox, obtain No Objection Certificates (NOCs), or apply for full VASP licenses, depending on their business activities and regulatory requirements.

Under the new framework, virtual asset service providers must obtain a formal license before offering regulated virtual asset services in Pakistan. This requirement is intended to bring crypto-related businesses under a defined regulatory structure.

The licensing regime could provide greater clarity for companies seeking to establish or expand virtual asset operations in the country. It also creates a formal process through which regulators can assess businesses before they begin providing services to customers.

The regulatory sandbox provides an avenue for eligible companies to operate within a controlled environment while their business models and technologies are assessed. Such arrangements can allow regulators to better understand emerging financial technologies while giving companies an opportunity to develop compliant products.

The availability of NOCs and full licenses provides different regulatory pathways for businesses depending on their stage of development and intended activities. Companies will need to meet the applicable requirements before receiving regulatory authorization.

Pakistan’s move toward formal crypto regulation could also have implications for investment and financial technology.
